7.0 MCE

This post contains a lot of acronyms but as you read the additional posts they will become clear.

This MCE is an Earth based training and testing facility intended to prepare man and machine for IPF and interplanetary colonialism. The MCE consists of three units; the MSB, the MTF and the ESB.

These are managed by the ESN, more specifically, the EDCO. Funding for the MCE and its various operations is through the HC financial group.

Human conditioning is also part of the MCE facility as it is designed around three distinct environments. Two of these environments are specific to human conditioning and testing.

Business Objectives

Benefits to a business model are realized in this multifaceted approach to LEO (Low Earth Orbit) operations, IPF (Interplanetary flight) and colonial infrastructure development.

The development of a vehicular platform for contractual gains (such as SpaceX) benefits when coupled with infrastructure testing facilities (MTF) for any space industry vendor as well as human training and conditioning facilities. (MSB)

A much larger business objective of the MCE is to:

  1. Centralize otherwise diverse developmental strategies at various facilities run by numerous business ventures.
  2. Gather greater human and financial resources in one place working towards a collective goal
  3. More rapid development and deployment of viable platforms

Hindrances and Limitations to MCE include:

  1. Corporate profits and prestige driving an independent stance towards development
  2. Distrusts and politics among the national governments
  3. Startup costs related to real estate, staffing, construction and infrastructure

ESB

The ESB is the Earth side unit of the MCE and is operated at Earth atmosphere.  Clients are housed at this facility during the testing period of their products. There is an interface built between the ESB and the MTF so the clients can observe and monitor the testing phase.

The ESB is also the support end of the MCE where operations monitor and supply the future colonists inhabiting the MSB.

MSB

The MSB is the colonial side of the MCE and this is where the colonists are trained and prepared for IPF and colonial operations. This is also where the modification of the human condition is done on the colonists to ensure their successful transition into either IPF or colonial operations.

This conditioning is accomplished in far greater numbers than is possible at existing isolation facilities. Those facilities are designed to house a small crew while the MSB will accommodate hundreds of potential IPF crew and future colonists. (see my 4th paper on “Conditioning the Human Software for Interplanetary Flight and Colonial Operations”.)

MTF

The MTF facility is the environmental testing facility located within the MSB which is part of the MCE. It is within the MTF and MSB that their product is tested to failure to determine the products value. No product goes into IPF without this testing.

Developmental costs of any space or interplanetary device includes extensive testing to ensure reliability upon deployment. Recreating the conditions to be found on Mars, especially for a larger object or vehicle would require that each developer build or otherwise source a test chamber large enough to properly test their device. The MTF facility is designed to provide such testing capabilities. (Excluding rockets and engines)

In July, 2020, ESA has put out a call for over the counter electrical components (commercial off-the-shelf (COTS) counterparts.) as a means of cost cutting. Considering the testing requirements for such components due to the extreme radiation, cold etc, the MTF would be in an ideal position to test components for manufacturers. This type of vendor would benefit greatly from a testing facility for their products.

MSU

The MSU is the educational arm of the MSB where IPF and colonial staff are educated.  The MSU does not necessarily need to be physically part of the MCE but it would be advantages to do so.

Training includes many different disciplines and educational pathways. To qualify for a seat in the MCU the candidates must have applicable knowledge or skills needed by the IPF or colonial operations.

Another aspect of the MSU is to educate the families of workers who are scheduled for colonial deployment as such "staff" should have that option due to the long duration of separation that would be involved.
