11.0 Management

MCM is the colonial end of the plan that works in tandem with the ESN (Earth based management group) to govern and manage the colonization, exploration and business gateway between Earth and Mars.

The ESN is not that distant governing power mentioned earlier nor is the MSM the puppet rulers installed by that distant government. Both work towards managing the “gateway” to the benefit of all participants (Earth based businesses and governments) including colonial development.

The blueprint considers that both the MCM and ESN are a single sovereign entity not governed or managed by any other sovereign country or Earth administrative body such as the U.N. This single sovereign entity is intended to manage the gold rush gateway.

It is easy to imagine the reaction of all other nations to this statement and considering our history, also the outright rejection of such an idea. Humans after all, have a tendency to want everything for themselves and are also prone to just take what they want.

There are currently over 30 national space agencies and an untold number of private space oriented businesses. In addition, the UN hub for space affairs, UNOOSA works with the global space community to deliver the benefits of space to everyone, everywhere. With that many entities all wanting a share in the benefits of planetary colonialism and exploration or resource extraction, a gold rush is inevitable.

The ESN and MCM are to be developed as the “collection” point of all of these entities and to provide governance and management of the results of these diverse efforts creating a manageable environment beneficial to all.

In project management one of the main goals is to obtain buy-in from the customer or client department. Buy-in simply means that the project manager identifies the stakeholder’s needs and requirements and then develops and presents a plan to the stakeholder(s) for plan approval. This blueprint is no different. The stakeholders, when presented with the benefits of the plan will either accept or reject the plan.

The benefits of a “managed” gold rush far outweigh the “go it alone” scenario of individual nations or businesses wanting to stake their independent claims.

In the paper “Interplanetary Colonial Governance and Sovereignty” I noted that although there are UN Space treaties in place, not all nations have ratified them, notably Russia, China and the USA

Under the U.N. 1967 "Outer Space Treaty", which governs international space law, no one nation can claim sovereignty over a body in space. But there could be a loophole.

The treaty does not explicitly prevent private companies from claiming territory. The 1979 "Moon Treaty" which specifically bans any nation from asserting sovereignty over any part of the moon and prohibits ownership by private persons has never been ratified by the major space fairing nations including the U.S., Russia and China.

The MSM/ESN sovereign nation is intended to be a Martian Sovereign nation, not an Earth based nation and therefore not accountable to any UN or other national dictate.

This differentiation means that planetary or lunar colonization could proceed on any celestial body now and in the future without the usual gold rush problems or lack of ratification of an Earth based agenda.

DCO - Director of Colonial Operations is based on Mars and is effectively the leader of the Martian based operations and development. His/her counterpart is the EDCO based on Earth at the ESN.

EDCO refers to Earth Director of Operations and this person works in tandem with his/her counterpart on Mars, the DCO.

Governments and businesses wanting to conduct operations on Mars would go through the EDCO (the gold rush gate keeper) who would arrange transportation, provide applicable permits to operate, and coordinate with the DCO.

The DCO and EDCO are accountable to MBL, CAL and IPFL in their dealings with Earth businesses and governments.

Although the DCO and EDCO seem to be the leaders in this plan layout they are not. In the organizational diagram at the beginning of this paper, there are three levels of management and administration. There is a form of governance, business, and the third is security and civil administration. Other documents provide a more detailed view of the three.
