The Musk Concept

Elon Musk has stated that "There needs to be an intersection of the set of people who wish to go [to Mars], and the set of people who can afford to go. And that intersection of sets has to be enough to establish a self-sustaining civilisation. My rough guess is that for a half-million dollars, there are enough people that could afford to go and would want to go. But it’s not going to be a vacation jaunt. It’s going to be saving up all your money and selling all your stuff, like when people moved to the early American colonies." (Sep, 2014)[1]

This particular concept would not be applicable until well into the third or fourth phase of IPC development.

Resources such as air, water, food and energy would be in such precarious supply that only workers with specific skills would be useful. Anyone else who “wished to go and could afford to go” would be a drain on those resources unless they possessed a specific required knowledge or ability fulfilling a specific vacancy. Selling out on Earth and moving to an off world colony in an attempt to have employment would create an unnecessary drain on basic life support systems. As with most other jobs on Earth requiring travel to a work location, the company / government pays for that travel, not the employee. This colonization as described by Mr. Musk is not your typical “moving to America” scenario until at least well into the end of phase three colonization.
