The words law and order and governance could be misconstrued as being heavy handed police oversight of the colony as so happens on Earth. The reality of the model is that there are enough checks and balances built into the model that this could not happen. Although there is a security block in the model, its main function is administration. The security aspect only comes into effect when mission safety is at risk.

The contents of the MCS (security) block framework include security, business administration, civil administration and overall IPC management from touchdown to liftoff.

Contract law is part of the law and order blocks and is managed by two governing bodies, one at the colony and one on Earth. This business framework covers contract negations on exploration, science studies, resource management, flight payloads and colonial development.

Societal and cultural development occurs as a natural evolution from earthlings to aliens within the framework of the initial governance model.
