Governance
The initial IPC development will be manned by people from numerous countries and businesses and as noted earlier, a framework for governance should be in place before any colonial aspirations are attempted. This framework will provide guidance and common understanding to all participants regardless of national or corporate allegiances.
Someone launching on an interplanetary space craft would need to understand that as they leave Earth behind they also leave behind any and all forms of Earth governance and law and are held equally accountable to a common colonial framework of law and order.
The laws covered by that framework are intended to provide stability in an environment where instability and uncertainty could quickly lead to mission failure and disaster. This framework would be written in such a manner as to provide enough guidance to ensure civil continuance while being flexible enough to easily accommodate modifications based on situational realities.
The Interplanetary Development Model shown in a previous post has three blocks specific to governance. They are CAL, MBL and IPFL. These names and structural organization are simply place holders for a governance model designed to mitigate turmoil in the initial colonial developments.
Each governance block in the model contains the necessary protocols, procedures, organizational and application tools to ensure that a complete governance resource is available to function properly.
