Economy
The economics and survivability of the early settlements will be dependent upon earth support for all supplies and manpower, and tourism and business or governmental “visits” will be extremely limited or non-existent. The IPC society / culture begin to develop at this early stage of “isolation”.
Carrying a monetary system to the colonies would not be a requirement as everything is supplied by Earth. Luxuries or other commodities and necessities are all supplied until at least the beginning of phase three colonization. The early colonists (research and construction specialists) will often leave families behind on Earth so a continuation of financial compensation will continue with all payments being made on Earth.
Financial benefits of a colony would be based more on developing technologies and resource extraction capabilities than on tourism or doing a days work for a days pay. Immigration to a colony would be based on need of the individuals skill set, not just someone able to afford the ticket.
An on-site colonial economy would be non-existent for many years to come. Consumerism will not exist on a colony world simply due to the cost of transportation. Worker compensation would never be enough to pay for launch and transport of any commodity until routine supply runs are no longer needed to transport the necessities of life such as food, water and energy.
Financial compensation under the Colonial Development Model by necessity creates equilibrium among colonial developers. Aspects of the model ensure elements of survive-ability exist in equal measure without costs being extracted from the individual.
If a government or company wishes to profit from the colony world they and they alone bear the responsibility of providing the necessities of life, at no cost to the colony.
The creation of a digital economy in a future time would be the most logical form of currency.
