The governance model previously discussed is an unenforceable solution designed to stand between triumph and chaos in interplanetary colonialism. If accepted by the players, this governance model would easily be able to manage the gold rush of interplanetary development. 

The CLAS land allocation act is one tool in the governance design intended to prevent chaos. Being a new entity without Earth based historical ties to international laws, governments or other entities such as the U.N., this model is able to function freely and in the best interests of international cooperation in space.

Issues with current international space treaties and UN governance over these have previously been discussed and national agendas in space will lead to unnecessary conflict and a new arms race. Equitable cooperation in space development is best managed by a non-partisan entity such as the governance model with neither business or nations managing the process.

To serve colonial development , a centralized gateway or "clearing house" of flight, exploration and land development and governance is the most efficient way to proceed. The gateway organization would provide the guidance and expertise and manpower for most of the early colonialism. As more and more agencies and companies begin to develop their own resources in colony they would import their own labor forces.
