Colonial Land Allocations System: (CLAS)
This is the system I would use in a colonial environment if a land allocation process were applied to interplanetary colonialism.
Similar to most land allocation processes on Earth, a leadership entity distributes or permits land usage in a trickle down effect from top to bottom. (a typical pyramidal management structure) The difference between that structure and the CLAS system is that the ability to amass a power structure such as a military force in one location is greatly restricted through the land grant process.
Essentially, contiguous and connecting blocks of land would not be allocated to any one business or national interest with large enough blocks to deter or render impossible the ability to concentrate a power base. The distance between blocks being developed by a single entity in a hostile atmospheric condition creates an additional barrier.
The CLAS system (not to be mistaken as social class) is an extension of the governance model I have previously written about. That model recommended a gateway form of interplanetary governance and development wherein a single entity manages the gold rush of interplanetary development. This model was also designed in such a manner as to greatly reduce exploration and development costs as well as flight development costs for each business and national entity.
Considering the various methods we employed for allocating or taking lands throughout our history, the CLAS system is intended to prevent the usual wars brought about by those methods. The CLAS system has been designed utilizing the best from each method while encouraging interplanetary development and colonialism. A profitable R.O.I. would be realized by the various business and national players while maintaining order where chaos could easily reign.
The central entity (the governance model) was designed to be totally independent of any Earth based government or international body thereby being more acceptable as the gateway organization.
Land distribution would follow similar attributes of the Homesteading Act and the Dominion Land Act where certain lands are granted with certain measurable accomplishments to be completed. This type of stipulation ensures you have what you can manage and no more. Land hoarding or “plant the flag” territorial claims would not exist under this system. The CLAS system of land allocation ensures that that type of claiming of territory fails before it begins. All land holders are the roadblocks to such territorial claims.
The feudal system is represented here in that a single entity grants land of certain block sizes to those wishing to explore, develop or extract resources. Although the “gateway” model does not prohibit or restrict development it does manage how development blocks are awarded.
The development blocks begin with the landfall site(location of first human touchdown) and spread out in a planned and managed format that creates a grid of land blocks for allocation. Typical city planning would dictate a logical development pattern and this would be represented by what I call Ambassador City. (the first city)
