AMBASSADOR CITY

Ambassador city is the location where business and nations start their colonial development experience. Each block here represents a city block in your typical Earth based city. The “Block" could be a single structure or numerous structures but all contained within your own block allocation.

This city would eventually be the planetary ambassadorial and business center. Blocks are represented either by the national space agency such as NASA or the ESA or by the individual development companies. These city blocks are separated by a large enough "roadway" to permit the passage of the inevitable large transport and working vehicles. A toxic atmosphere does require the ability to exit one  atmospheric controlled environment into another so wide avenues are important.

Colonial development spreads outward from Land Fall, to Ambassador City, to colonial development blocks. Land allocations for development blocks as noted earlier would probably be based on the typical Lat. and Long. grid.  One grid block would be large enough for a company or nation to reap a suitable ROI from that block. 

The image below shows how non-contiguous allocation would help to negate power struggles. Rather than having numerous contiguous national blocks potentially becoming a new country or an extension of an Earth based one, the breakup of the block allocations prevents large geographic entities from developing.

DEVELOPMENT BLOCKS

This image represents how development blocks are laid out in a grid pattern. An agency or business could request any block they wish to develop regardless of where it is located. If a mining company wishes to set up a mining operation in a grid on the other side of the planet they may do so but their operation is restricted by the block borders. Operations beyond that one block would be prohibited by the CLAS system of allocation. 

The drawing above shows Land Fall and Ambassador City with a fairly large area about it that is intended for spaceport and city expansion. The colored blocks represent individual development blocks with similar colored ones showing being owned by the same company or agency. (2 yellow blocks for example) 

Blocks would be large enough to ensure that a resource extraction process was able to extract the entire desired mineral in that area falling within a specified block. 

The costs of interplanetary flight, development and resource extraction are very high (and will continue to be for quite some time) so block allocations to an individual for a personal home are unlikely. Workers would be supported by the business or agency that brought them there. 

Individual wealth on Earth would not mean you can go to a colonial planet and "buy" a development block or a city block in Ambassador city. Individual wealth on Earth doe snot mean you can buy up property on a colonial planet for future profit taking. The conditions of block development set out the the CLAS system prevent such hoarding. 

The concept of wealth buying or building a mansion or other private domain is prevented by available life support resources, the CLAS restrictions and the toxic atmosphere. Wealth in a colonial setting would not exist for centuries to come.
