– In phase 2,1  of the plan where the paper discusses crew selection the overriding error I see is that they often rely on just 1 person with specific skills and knowledge to fill a position. From a continuity planning viewpoint, this scenario immediately puts the entire mission at risk should just one person become incapacitated or dies. There is no redundancy for those “what if” situations.

A second issue with the crew criteria is the lack of expected skills in actual construction of this “first” colony. The paper recommends that a structural engineer oversee the construction of various facilities but it does not allot any personnel to the actual construction. Given the expertise levels of those chosen it would be assumed that each has their own responsibilities extraneous to time allotted to being on a construction crew.

The proposed crew manifest seems to be staffed with top level experts but have forgotten the people required to do the work.
