Ramifications
Generally well thought out but with some obvious weaknesses as highlighted above, this proposal is one of the best I have seen. It has tried to present a logical approach to a massive undertaking in a comprehensive approach to off-world development.
As we move forward the need to pay attention to the ramifications of each and every decision will be the determining factor between success and failure.
Failure to address cooperative space law, the "what If's", the many aspects of isolation and material deprivation and loss of freedom of movement before we go will have major consequences. An additional threat to any mission or development is the one thing we seem to have least prepared for, human nature.
I have written many post that include this aspect of space activities and businesses or governments involved in space related activities will best serve their agendas by first resolving the issues of human nature. Our current nature works in an Earthly environment but not in confinement or where the very atmosphere or lack thereof is deadly to our species.
Human nature drives us forward but it can also be what defeats us so changing our ways of interacting with each other and other nations needs an overhaul as part of our proposals and planing.
